Dreaming Justice is developing a trauma-informed housing pilot for returning citizens who face some of the hardest barriers to finding a home, including people navigating registry requirements.

It creates room for safety, connection, healthcare, work, rest, and the right to imagine what comes next.

In development

Housing is a foundation for freedom.

People cannot rebuild their lives without somewhere safe to sleep, keep their belongings, receive mail, care for their health, and plan what comes next. Yet many returning citizens face blanket exclusions that leave almost no lawful or stable housing options.

This pilot is being designed to respond without shame, surveillance, or false promises. It will center dignity, informed choice, community safety, and individualized support.

No disposal

A conviction or registration requirement does not erase a person’s humanity or right to safe shelter.

Trauma-informed care

The program will prioritize choice, transparency, privacy, emotional safety, and trust.

Practical stability

Housing will connect with navigation, identification, healthcare, employment, transportation, and community support.

Directly impacted leadership

People who have lived through incarceration and reentry barriers must shape the pilot from design through evaluation.

Survivor justice

Criminalization is not the whole story.

People who survive sex trafficking, coercion, and exploitation are sometimes arrested, convicted, or placed on registries for conduct connected to what was done to them. Punishment can hide the violence they survived and create new barriers to housing, safety, healthcare, and work.

Dreaming Justice helps connect wrongfully convicted or criminalized survivors with trauma-informed advocacy, legal resources, reentry support, and community care. We believe survivors deserve to be heard, believed, and supported without being reduced to a record.
